In recent years it has been located in the Olneyville neighborhood of the city. To date it is the largest <ref>{{Cite web|url=https://www.msn.com/en-us/news/us/new-england%E2%80%99s-largest-fringe-festival-kicks-off-this-week-in-providence/ar-AAEO1JG|title=New England’s largest Fringe Festival kicks off in Providence|website=www.msn.com|access-date=2020-01-01}}</ref> fringe festival in New England.

FringePVD was founded by the Wilbury Theatre Group in 2014<ref>{{Cite web|url=https://motifri.com/fringepvd2018/|title=FRINGEPVD Takes the Stage|date=2018-07-18|website=Motif|language=en-US|access-date=2020-01-01}}</ref> and was inspired by fringe festivals like the Edinburgh Festival Fringe|Edinburgh Fringe Festival and the New York International Fringe Festival|New York Fringe Festival. As with other fringe festivals, the festival is unjuried. Any group may apply and play the entrance fee to participate in the festival, and performers are chosen by lottery. Ticket prices are kept low, and all proceeds from the performances go to back to the performers. <ref>{{Cite web|url=https://www.rimonthly.com/fringepvd-what-you-need-to-see/|title=FringePVD: What You Need to See|date=2015-07-14|website=Rhode Island Monthly|language=en-US|access-date=2020-01-01}}</ref> The festival also includes Family Fringe Day, with performances geared toward children and families.

There were about 300 artists performing at FringePVD in 2018. Venues for the festival have included AS220, WaterFire Arts Center, The Steel Yard, Wilbury Theatre Group and others. <ref>{{Cite web|url=https://pbn.com/waterfire-arts-center-host-fringepvd-festival-july-24-29/|title=WaterFire Arts Center to host FringePVD Festival July 24-29|last=|first=|date=2017-07-21|website=Providence Business News|language=en-US|url-status=live|archive-url=|archive-date=|access-date=2020-01-01}}</ref>The festival is part of the United States Association of Fringe Festivals. <ref>{{Cite web|url=https://www.usaff.org/fringepvd.html|title=FRINGEPVD|website=US Association of Fringe Festivals|language=en|access-date=2020-01-01}}</ref>
